I developed a similar, confederative, solution with the autonomy based on local communities. which then live as good, equal, non-violently interactive, neighbors without walls separating them, as the situation actually always has been in history. However, I think that geographically there needs to be a more flexible arrangement, one needs two (or three) confederations of the cultural identities (important in order not to create a superficial melting pot and to preserve one's cultural identity) which come together as a union based on equal rights like the EU. see: www.canaan.community
